1.????Financial Strategy Discussion
Mayor Michael Grayum proposed his sustainable plan forward to address the financial stability of the City at the June 12th?City Council meeting.? His plan is intended to be proactive and forge a new path forward towards a prosperous future for our city.? His recommendations were developed after listening to the feedback from the Community Finance Committee, and comments from business owners and citizens at the Town Hall meeting.? The Mayor?s proposed plan includes a temporary 6-year property tax levy lid lift to fund the debt service payments for City Hall, Police and Fire facilities, and preserve the 3 firefighters who are currently funded by a SAFER grant.
The City Council started their discussions on the financial strategy recommendations at the June 19th?Council workshop and has continued their discussions almost weekly, including the latest meeting on July 24th.? The City Council continued to focus on the issue of a property tax levy lid lift with 3 main issues at hand ? ballot title (uses of the levy lift revenue), time (number of years for a temporary lift), and rate (amount of rate increase).? At the July 24th?special meeting the Council passed a motion 6-1 for the Mayor to direct staff to bring back a resolution on July 31st?for consideration of placing a property tax levy lid lift on the November ballot.? Council directed the resolution to specify the levy rate increase to be $0.975 per thousand of assessed valuation for a total rate in 2013 of $2.14 per thousand of assessed valuation for a period of 7 years for the purpose of funding the lease payments (including debt service) for the City Hall and Public Safety buildings and for public safety purposes.
Council will vote on the resolution to place a property tax levy lid lift proposition on the November ballot at the July 31st?special City Council meeting.? Council will also be voting on July 31st?on a resolution to appoint the For and Against Committees related to the property tax levy lid lift proposition.? 4.????Clocktower Park Playground
The WA State Dept. of Ecology (DOE) is moving forward with completing the recommended remedial soil work at Clocktower and Sellers parks, beginning the week of July 23rd.? ?To facilitate access and equipment staging for completion of this work,?the playground area at Clocktower Park will be CLOSED from Monday, July 23rd?through Monday, July 30th.? It is currently anticipated that the work will be completed by the end of the Day on Tuesday; however, the City will provide additional updates if there are any changes to this schedule.
As part of this project, DOE will remove and replace the soil to a depth of approximately one foot from the perimeter of the play area.? The removed soil will be taken away for proper disposal, replaced with clean soil, and restored with sod.? Through coordination with DOE, City crews will also be replacing the border timbers surrounding the play area while this work is being completed.
5.????Community Development Update
Sign Code Update??The Planning Agency will hold a public hearing on the proposed Sign Code ordinance on Monday, August 27th?at 7:00 PM at DuPont City Hall.? The?hearing notice,?staff report and draft sign code are posted on the City?s?website.
6.????2012 Heritage Days
Help the City celebrate Heritage Days August 17th?thru 19th, by celebrating its unique history and rich tradition.? Start the weekend off by participating in the 1stAnnual Heritage Days Golf Scramble at The Home Course.? This is a (4) person scramble starting at 1:30 PM.? The cost to participate is $65 and includes 18 holes of golf, cart, on course competitions, welcome bag and a BBQ afterwards.? Registration forms are available at?www.ci.dupont.wa.us
Day two of Heritage Days consists of Northwest Landing ROA?s Annual Movie in the Park on Saturday, August 18th.? This year, the selected feature is?Greece, The sing a long version.??The show starts at 8:00PM at Clocktower Park.? Movie concessions are available for purchase.
Complete the weekend by attending the Annual 1843 Ft. Nisqually Salmon Bake.? This event runs from noon-4 at the 1843 Ft. Nisqually site.? Enjoy live music, kid?s activities, historical demonstrations, Buffalo Soldiers and much more.? The cost for the Salmon Bake is $15, with a child?s hotdog plate available.

The date for National Night Out 2012 is Tuesday, August 7th.? It is never too early to start planning your neighborhood block party!? Plan an afternoon or evening party with family, friends or neighbors and the DuPont Police and Fire Departments will attend.? This is a great opportunity to get better acquainted with your neighbors, as well as to get to know Police Chief Ron Goodpaster, Fire Chief Greg Hull, and your police officers and firefighters as your get your public safety questions answered.?? National Night Out is designed to heighten crime and drug prevention awareness, and strengthen neighborhood spirit and public safety-community partnerships.? 8.????Political Campaign Signs
Election season often prompts questions and concerns about placement of political signs.? A sign permit is not required if the political campaign sign is located on private property or on the planting strip between the sidewalk and the street when the planting strip is immediately adjacent to the sign owner?s property.? Signs shall not be larger than 8 square feet in size; may be no taller than 4.5 feet if place in the landscape strip; and may be up to 7 feet tall if located at least 10 feet behind the front property line.
Signs must be removed within five working days following an election, except signs of a candidate who is successful in a primary election which may remain until the final election.? Signs remaining five working days following an election are subject to removal.? Signs are not allowed on public streets (other than noted above), public parks, roundabouts, and other City properties.? Additional information is located in DuPont Municipal Code 25.115.040(3).
